Spending time building a character up levels in a video game and then selling rare items only obtainable by high level characters is not gambling.

In the real world that would be called "work" and practicing.

Charge people income tax on profits made playing video games if you want but it's not gambling.

Sure the player does not control everything in the game so chance affects the outcome but that happens in any job or business.
